Gregorio was listed under the "MINOR" category*.
(Most likely because he was NOT an ALIEN or a SOLDIER, and he fell into no other category, i.e. he was a 37-year-old adult, NOT born out of country but born in the Mexico-owned Alta California Territory, whose ownership was later transferred to the United States & renamed California.)

Per the Ventura County Web Site:
Since children under 16 acquire citizenship through the naturalization of their parents, those listed under the "MINOR" category are probably young men between the ages of 16 and 21 [born in Mexican Alta California?-JSR.]
It would seem the CITIZEN CERTIFICATE would validate the claim that Gregorio was born in Alta California.
However, there are many important discrepancies which could dispute this fact.

- He was nicknamed after his father's friend and in-law Gregorio Lopez.
- He also had an uncle by his grandmother Maria Estefan Olivera and Jose Vicente Ortega who was named Gregorio but died in infancy.
- He had a daughter by the name of Micaela who was named after the Godmother of his brother Jose Maria.
- Micaela Cota was also a family member and name Micaela became a Ortega family name then as well.
-Gregorio Ortega was married to Maria Antonia Regina Esquivel, whose mother Maria Antonia Blasa Olivas was granddaughter of four of the original "Soldados de Cueras" who were the founders of Santa Barbara, California.
Gregorio had 18 children and died of a stroke on 22 February 1916 in El Rio, California]

BIOGRAPHY - Gregorio Ortega: A Citizen of El Rio
It is believed that Gregorio came from Mexico to El Rio in the 1860s around the time of the American Civil War. His state of birth is not known, but his death certificate in 1916 indicated that he was from Southern Mexico. What is clear is that on January 3, 1870, Father Juan Comapla joined Gregorio Ortega in marriage with Regina Esquivel, a local girl with strong roots in the area. ...

OBITUARY - The Oxnard Courier Newspaper, Ventura County, Friday, 25 February 1916, Issue #15 [From Thursday's Daily Courier]:
FATHER OF EIGHTEEN DIES AT 75 YEARS - Gregorio Ortega of El Rio was found dead by one of his daughters yesterday morning. He was sitting: fully dressed on the edge of his bed and physician who was called believed that life had gone early Tuesday evening. The deceased was 75 years old. He ate supper Tuesday evening with his son-in-law, David Ayala, and immediately went to his room. An inquest was held yesterday afternoon. The verdict was death from apoplexy. Ortega was a pioneer resident of El Rio. He was the father of 18 children of whom 15, eight sons and seven daughters, are living . The will be held tomorrow morning at 8 o'clock from the Catholic Church."
